Each country is making progress according to its own priorities and objectives and in line with institutional capacity. So far, the liberalisation process has largely led to the introduction of competition in the market for mobile telephony However, existing market entry conditions may be acting as a barrier to market entry for new alternative mobile operators, which results in a very restricted level of competition with a duopoly situation with only two mobile operators dominating the market in many countries. Although there are other operators present in some of the countries, their presence is essentially restricted to one country only and, because of the market entry conditions in other countries, are unable to provide an effective level of competition to the major operators.
